Born on the 16th of April, Joe finished his college at the Holy Angel University in Angeles City with a degree of Bachelor of Science in Civil Engineering in 1978. In 1988, he took his Master of Science in Management Engineering at the University of Sto. Tomas, Manila. Joe is a man’s man. Consider these in a very simple, unassuming man like him:
